Ignore her... completely. Honestly I watched my sisters pup for her when she went away and that little girl was the most hyper dog I have ever known!! I could not make her lay down and go to sleep... it was driving me crazy because my dogs are older and go to bed when I do.. lol the only way she would go to sleep was if I fed her a couple hours before, then took her outside and played for several hours, made sure she went to the bathroom and then brought her in and ignored her until she finally got bored and fell asleep..
LOL after she went home both me and my dogs slept all day because we were so tired out by her exuberance.

I have to admit, I'm not used to that. My dogs are usually very active during the day but very ready for bed at night. I suggest long walks, and alot of physically stimulating activity during the day that ends about an hour before bedtime to give your dog time to wind down. Get consistent. Other then that, obedience training is great. You're dog can be happy and excited, but if she learns that no means no, and to sit, lay down, or stay there, then you've pretty much solved your problem.

I would recommend a crate. It's good training as she probably won't want to potty in her sleeping spot. Put something that smells like you in there, like an old Tshirt. Put the crate itself next to your bed, so that she can smell and hear you. Your own sleeping habits will rub off on the dog, and you can both have a peaceful night.
My own sweet gal (8-month old lab mix) still occasionally whines, but I just call her name in a slightly stern tone and she quiets down.

puppies usually have a tendancy to bite when they are that young.... its kind of like teething, they like to chew on something because it helps with the pain or something...
have you tried telling her to lay down and then just pet her until you fall asleep?
if that doesnt work, then i would probably play with her for a while so that she gets all tired and sleepy BEFORE you have to go to bed...

You need to change her Schedule.
Have her sleeping time when your sleeping.
HAve her use all of her energry before she goes to bed.
If that dosent work put her in a kennel away from your room so she doesnt bother you.

Ignore her when she licks you or wants to play. Keep your eyes shut and don't move. :) Don't giggle, either! She'll get the picture....
