This is interesting.
First, communism is a economical system, not a government type most people think it is, totalitarianism goes with communism, while democracy goes with capitalism. Communism is the idea of a classless economical society where everyone makes the same, dress the same, and lives the same. But we all know that it never works, there are always some lazy and/or corrupt people that don't do their share of the supposed "perfect" society.
Second, learn a thing or two about the military, they would not allow anyone "dumb" or un-fit as a superior. And in the military, ranks can change, up or down (down isn't good). If one works hard and is good enough, then a promotion of rank is in order. Almost the opposite of communism as you claim, a bit like capitalism if you think like that but the military isn't economics class 101, it's very different.
So the question you asked was irrelevant to anything communist and military. But I'm not sure what you were going for in this question.

Being a veteran, I would first like to chuckle about your use of the word dummiest. The concept in the military is that the best soldiers are able to attain rank faster. The points system in place for enlisted promotions rewards for education as well as military performance. This is not to say that there are not stupid people in the military that are high ranking. Any nightly news program illustrates stupidity in the military regularly.

think about it. in the military, the dummiest person can tell you what to do because he out ranks you and he will always out rank you.

Great question. Lots of people don't realize that soldiers actually surrender pretty much all of their rights when they join the military. My husband enlisted about a year ago, and I can tell you: the military is not the way to go if you enjoy your American rights. Because to defend everyone else's, you're going to lose yours.
He can't live at home. He can't ride in a car. Somebody says "run in circles" and you better get moving. Somebody says "Don't go eat here," you can't. Can't go anywhere that isn't authorized for soldiers to go--even when you're off work. Why? Because there IS no off-work. Can't even walk and talk on a cell phone at the same time (SERIOUSLY). There are so many stupid, petty rules that they can nail you for. It's absurd.
Now that I've ranted, I'll answer your question.
It has to be that way because you simply can't run a military any other way. If a Captain says to a peon (private, I suppose), "Shoot that guy" and the peon says, "No, I don't quite feel like it," and then the guy goes on to blow up a convoy... well, you get the point. Soldiers simply can't be trusted to think for themselves because they are being relied upon by too many people--or so they think. Or they'd all end up Ehren Watadas, and never go to Iraq. =D
Excellent question. I'm sorry that there is no such thing as an excellent answer to it.

I guess I will try and answer this the PC way.
1st to get to a rank where you can actually order someone around where it matters, you need some intelligence. There are promotion tests and performace reviews that deal with that.
2nd if you were ordered to do something 9 times out of 10 that person was ordered to make someone do it, by someone that is educated.
3rd if you are ordered to do something that is life treatening (as in jumping off a bridge, holding 500lbs over your head...) or illegal you have the right to not do it. You can if you are not sure go above him if you have those feelings.
Please get your facts straight.

Because without a rank system the Army would be undisciplined, and undisciplined soldiers don't operate effectively.
