Water is heavier than oil and will sink under. And even more dangerous: the heat from the fire may eventually boil off the water which will explode into steam, spreading burning oil everywhere.

Petrol is too lighter then water. If we throw water on fire caused by petrol , it will spread more as petrol will come up and start floating on water..
