A co-worker who tends to tell stories says she knows a lady who has a bird with a speech impediment. I'm thinking the dang bird just can't talk......anyone have any thoughts?

Birds only mimmick what they hear, so my money would be on someone pronouncing something wrong, the bird is in the learning stages, or your friend is being "special".

The bird will have a speech impediment....if the person who taught it had one. I know of a parrot who stuttered....because one of the owner's kids stuttered for a couple years. It was hilarious.
If it isn't saying anything or what it is saying is unclear (even though the owner is saying it correctly) there is a hearing problem or the bird just won't talk.

Since birds do not have human speech naturally, any impediment they might display would be taught by the human speaker.
Some birds just NEVER say a word...they weren't made to do it.

Some birds have difficulty with the "S" sound. I had a Lorikeet named Pepsi, and his mate Willow called him Peppi because she couldn't get her tongue around the "s".

They repeat what they hear, the bird picked it up somewhere. Thats what I think but i'm no expert.

Yes i have two African Grey's and the one of them stutters with the words beginning with S,it is very funny as no one we know stutters so he has never heard it .
