But you have to say it in such a way that if the other person doesn't feel the same way, they don't even understand that you said anything. There can be no losing face in this situation cuz it's my work boss.

Okay, more details is this:
It's not really my boss anymore, but used to be, but now we are working in different buildings but talk on the phone a couple of times a week about the business stuff. I know this person likes me but I don't know about the level or depth. I also know this person's brother.

You could start with, "I think you are a special person" and I really like being around you. That way if the person misunderstands you, you say that they are a great boss, now if they do understand you then you are good.

hi theres lots of ways to show you like someome,but it all starts out as being friends let her see that you care, that you would talk help her if she needs you, be a good friend to her because all nice things that may happen, start out being friends. and let things go from there.

this is my opinion, so please take it for what it's worth...don't have feelings for your boss....it is more trouble than it's worth, especially if he/she does not feel the same way as you do...your job and a potential lawsuit is at risk.
