Yes! But sometimes it can ripple up, use a primer coat first. It works best if the wall paper is really old, you know really stuck on there. But it can come out pretty good. If it does ripple up, you can either smooth it or take the paper down, but give it a shot. It worked like a charm for me over some terrible ancient wall paper. (I used acrylic paint)

It can be done, with primer first but it isn't the best way to change the look of the wall. Texture painting would be the best way over paper. Don't use just plain paint.

if you do and it messes up, you'll hate yourself for the insane amount of work that you will have created for yourself. trying to remove painted over wallpaper is not a fun job. it's easier to take it off now and do the job right, and you can fix any defects at this time, too. good luck.

I would consult a paint supply store. My dad painted over my old wallpaper, because he didn't want to go through the hasel of stripping it, and now it's beginning to peel. Bad idea dad.

actually you shouldn't do this.

the paint will make the paper bubble.

it will look like painted over wallpaper. NOT PRETTY!

take the paper off. it is time consuming but well worth it for the difference in how it will look.

yes, but you should primer with an oil base primer. Then re-float and re-texture with taping compound. Primer the new texture with a latex primer before applying finish paint color.

You can but if you use plain paints the seams will show through. You might want to try some texturing techniques.

You can if you base it first with a primer. That seals it and keeps it from bubbling. I've done it.

If it is well stuck on the wall, and not budging, yes.
