Your dog has an umbilical hernia. Blood vessels ran through the umbilical cord into the puppy as it formed in the womb. Quite often, particularly in the smaller breeds, this opening in the abdominal wall doesn't heal properly or is delayed in healing. Fluid pushes down through this hole in the abdominal wall and creates a soft, squishy "belly button."
If that's all that your vet told you, then i would beg you to consider getting a different vet! Some umbilical hernias will heal on their own; others require nothing; however, some DO require a surgery as they can be larger on the inside than the 'outie belly button' appears on the outside. Quite often this surgery is performed at the same time that the dog is spayed or neutered.
I had one of my girl's umbilical hernias fixed as a stand-alone surgery (that's all the surgery was for) and it wasn't expensive ~ $130, anesthesia and all.

Wow! lol I never heard of that on a dog! I guess it's possible though. Is it the size of a belly button and where the belly button should be? Weird. If you are worried, just go get a second opinion. I have had vets be wrong before. If it feels fleshy like under the skin, I would get a second opinion. If it feels attatched to the skin more like a scar would then he's probably fine. I imagine that dogs can have a herniated umbilicus too.

Just common sense is right..
I had the same case,mine is shih-tzu.
The vet told me that I could fix it..by pushing the outie belly button and might be go back to normal and it must be done everyday..and it is like the size of green pea....but I don't want to take a chance and make it worst, it was umbilical hernia.... so we agreed to have the operation, as the other choice the Vet told me was to have him the surgery..I don't understand why your Vet didn't give you any option for this matter..
Our pet groomer pointed this out to us, about the "outie" belly button which she has no idea anyways and I think she never seen that one before too..
If you think you need another opinion from other pet owner or someone who has done this, and those who didn't..please do.
It took 2 weeks for him to stay on a crate..and he is on healing process but no sign of worry anymore for both of us..

That is so strange.
Most dogs have a little scar or something. I didn't know dogs could have an outie navel.

Yes you see this often enough mostly in small breeds. Nothing to worry about. just don't play with it. I know a dog that is 15 yeas old that has this.

after my dog was spade there was a little scab that wasn't healing and the vet said it was her belly button
