It's ironic to see your question because we are just discussing this topic about a week ago with my friends back in Jeddah. The case was never reported in the local dailies and apparently, Makkah Police was able to apprehend a person of probably of an Indian descent who is not a Muslim inside Makkah City. Although he is not presenting his Iqama or any other proof of his being as a Muslim, the Police considered him non-Muslim as the person can't recite even the basic Prayer Call or basic Muslim Prayers What is interesting is - it was learnt that he did not pass the city gateways as well and instead use the mountain to trek down to Makkah. Police was suspicious - if there is no malicious intent, why use the mountain instead of the gateways? if he knows that non-muslim is not allowed inside makkah - why risk? Apparently, the person was taken into custody and to this writing - it seems to be that he's still there locked up inside for interregotation. It's really not known what is the penalty for non-muslim people who are caught inside Makkah as non-Muslim will really not dare to enter the place illegal. Or unless - there is some hidden agenda that the person has to avoid the legal way. Just like what the person above did.

I think they can.
I know lots of Americans who live in Saudi Arabia, and to enter Mecca, from other cities of Saudi Arabia, you don't have to go through anything. It's just like taking a road trip anywhere else in the world.
It is a city just like other cities.
The hajj is different. Every muslim is supposed to go to hajj once in their lifetime and those who don't have the money or the ability to go to hajj are excused.

No non Muslims are forbidden from entering Makkah or Medina. There are all Muslims during Hajj. There are gaurds posted around the roads going into Makkah. If a non Muslim somehow got past the gaurds and got into Makkah they'd be deported back to their home country. There are signs at the entrances to the roads leading to Makkah. One says "Makkah Muslims only" and the other says "Non Muslims".

No,you can not go to Mecca at any time if you are a non Muslim.It is the holy of holies.Every Muslim is to make the Hajj at least once in their lives.

As a Muslim and a Saudi, non-Muslims are not allowed
A) when Mohammed (pbuh) got the Jews out because they broke the treaty several times he ordered that non-Muslims should not enter those two cities (Al Medina and Mecca)
and that he asked God to protect it..
