No, ask him if he hates you. Say, "You must hate me because you keep flirting with me but you don't do anything about it. How can you be so mean?".
In case you don't get it, this is a way of flirting back that will motivate him to ask you out.

If he is flirting with you he likes you, you just have to figure out what his intentions are now. I am a guy and somtimes our flirting is not always innocent, and definetley not always to gain a meaningful relationship. We are $4it heads somtimes,I am telling you this cuz you sound kind of young and innocent,watch out for guy's.

if you want to know if he likes you
ask him if he would date a girl like you
and what does he think of you and
stuff like that and perhaps he will let you
know that he likes you.
