When a quadriplegic people who are deaf and mute die, who do not believe in Jesus do they go to hell? They cannot believe in Christ if they have never heard about him. Yet, how could they sin? They cannot move, and some would argue that they have no cognition because our brain needs to learn a language to form thoughts. If that is the case they cannot commit intellectual sins.

ROMANS 3:9 What then? Are we in a better position? Not at all! For above we have made the charge that Jews as well as Greeks are all under sin; 10 just as it is written: “There is not a righteous [man], not even one; 11 there is no one that has any insight, there is no one that seeks for God. 12 All [men] have deflected, all of them together have become worthless; there is no one that does kindness, there is not so much as one.” 13 “Their throat is an opened grave, they have used deceit with their tongues.” “Poison of asps is behind their lips.” 14 “And their mouth is full of cursing and bitter expression.” 15 “Their feet are speedy to shed blood.” 16 “Ruin and misery are in their ways, 17 and they have not known the way of peace.” 18 “There is no fear of God before their eyes.”

Why cant they believe in Christ? You didnt say they were blind and could not read. A person in that condition still is a free moral agent and still has the ability to make those types of choices and decisions.

God judges the heart. If people make the concious decision to deny Christ, their fate is sealed. People that seem to be incapable of denying Christ will be taken care of by God in a way that is just.

You don't have to move to commit sin. You inherit sin when you are born. A person will be judged by the knowledge they receive of God. If thy don't know, they will not be judged the same as if they do know.

Jesus says this:

Mark 10:13-16 reveals an interesting incident involving children. "And they began bringing children to Him, so that He might touch them; and the disciples rebuked them. But when Jesus saw this, He was indignant and said to them, 'Permit the children to come to Me; and do not hinder them; for the kingdom of God belongs to such as these. Truly I say to you, whoever does not receive the kingdom of God like a child shall not enter in at all.' And He took them in His arms and began blessing them, laying His hands upon them."

This would say that the adult whose mind is like that of a child due to their disability would, as the small child, also go straight to God.

The bible says that if you know to do wrong it is sin,
so if you do wrong and don't know,
they might not be able to hear or talk but God has a way to get to the Heart that we can't see, and He is a mercful God

If they have the mind of a child they would fall under the age of accountability. Age of accountability being mind set and not age.
