You have to ask the person. Any other search, unless you are a police officer doing an investigation, would be a violation of every privacy law in the land.

A police officer is about the only free method. I've seen one website, Reverse Index Lookup, that offers reverse license plate searches. It's not free, but seems fairly reasonable. Check it out below. Good luck!

This is restricted information, and generally you can't have access to it unless you are:
Law enforcement
A tow company with actual possession of the vehicle
An insurance company with a claim against the vehicle, or
the actual owner of the vehicle.
