I want to transfer money thru ATM account from HongKong to Philippines and i'm here in Hongkong right now. Do any of you know where we can find BPI here in Hongkong?

You don't need BPI. You can just go to a bank and do a wire transfer as long as you have all the bank information! There could be a service charge depending on which bank you go to!

No but you don't need them. Almost any bank can handle the transfer for a small fee 1-2% of total, and that way it is backed by the bank and you aren't putting the money at risk for some scam, and they have a lot of them.
