get a digital camera.. you can get one now for under $500 that will do a decent job of taking video.. then spend about $150 on a video editing software package for your computer.. perhaps upgrade your computer if it does not have fire-wire or other digital video input capabilities...
I liked Pinnacle 9.. I have Pinnacle 10.5 now but it locks up on me sometimes (not sure if it is software or my hardware doing the problems).. but you can find several decently priced video editing programs.
If you go with film.. it will cost you a LOT to get it developed, edited, etc.
