Any dog should be fed twice a day, but try a low calorie, low fat food. The average weight of an adult male pug is 13-20 pounds.

My pug is the same size. The daily recommended amount on the dog food I buy is 1cup to 1 1/2 cup a day. So I split that amount in to two feedings a day. If your pug is like mine he will still act like he is starving, that is one of their traits, something bred in the breed they can't always tell when they are full and will continue to eat till they get sick and some pugs have been known to rupture their stomachs because of it.

I have a 25 lb pug and all I do is put a bowl of food down for her in the morning and she'll pick at it through out the day.

1cup 2 times per day for that size/weight should be plenty. Probubly would'nt be a bad idea to switch to a weight control mix of food. Your pug sounds a bit heavy. If you cannot see the last rib befor the belly, its a good indication that he/she is overweight. More walks! Better food. No table scraps. If you can see the ribs at 25lbs, thats a big pug!

If he could decide, all day long. I leave dry kibble all day long for him. When he was younger he would devour it, but then he didn't touch it for a day or two, so I left it there. He is 24 lbs and almost 2 years old. Cute pug. He got too much treats so now he eats it all at once after I cut back to once a day for treats. So once a day.

It really depends on what you would like to do, two small meals or one big one. Also the food bag typically recommends what should be fed to your dog, although it never seems like it's enough. I've found leaving the food out all day isn't a problem for my dog and actually eats less because he doesn't like once it's gone it's gone until the next day! If you're still hung up, you could ask your vet the next time your there for a visit. Good luck :)
