i'm thinking of taking a trip to good old Tijuana, MX by bus.

i heard of new U.S. Passport laws that affected those traveling by air.

are there no new laws if you're traveling by land?

The new laws regarding AIR travel have already been implemented; however, the new laws regarding crossing by LAND OR SEA will take effect early next year, possibly January, 2008; however, it would be better to carry your passport with you, to expedite your re-entry back into the US at the border crossings.

Here is some information from the US State Department:

Background

The Intelligence Reform and Terrorism Prevention Act of 2004 requires the Department of Homeland Security and Department of State to develop and implement a plan to require all travelers, U.S. citizens and foreign nationals alike, to present a passport or other document, or a combination of documents, that denote identity and citizenship when entering the United States. Congress amended portions of the Act in 2006. The Western Hemisphere Travel Initiative is the Administration’s proposed plan to implement this mandate.

. . . .* As early as January 1, 2008, ALL persons, including U.S. citizens, traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), may be required to present a valid passport or other documents as determined by the Department of Homeland Security. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. Ample advance notice will be provided to enable the public to obtain passports or passport cards for land/sea entries.

You can travel by land without a passport to and from Mexico until January 1 2008. After that you will need one. Right now you do need one if you are flying to or from Mexico. Have fun!

At this point I would take one anyway.

I'm Canadian, so I now have my passport and will bring it to the US even if we are driving. What if there were an emergency and I needed to get home quickly? Without the passport I couldn't fly home.

Would'nt risk it.Look if you can leave the USA without a passport,but are required to have one to enter/reenter.Why would you travel without a passport.

I would STILL get a passport. The thought of being in another country (especially mex) without a passport just doesn't suit well with me.

No news at all.
Your driver's license will be accepted.
The regulations for crossing both borders by land is going to change next year.

not worth the risk, just bring your passport! you going there to see the donkey show?
