Is this a sign of things to come with Bush's ill-advised troop surge?

one of the main drawbacks to a prolonged conflict is that the opposition can gain experience and learn/adapt to events. Helicopters are very susceptible to ground fire and anti aircraft missiles. The insurgents are just getting better at shooting down helicopters, they have had a lot of time to figure it out. The US military is just going to have to adapt to this rising threat.

The CIA is shooting them down so Bush can blame Iran and chock up one more reason to bomb Iran/expand the war.

No, Iran has been supplying surface to air missles to the terrorists and they are using them. This has nothing to do with Bush.
