Actually San Francisco is one of the cleaner cities I have visited. I have been to 47 of the fifty states, six of the seven continents. You don't want to make cleanliness your primary factor for choosing a city to go to. Instead why don't you concentrate on what is there for your enjoyment, everybody doesn't like the same things. The second thing is the memories that you will keep forever. I have been to a lot of places and I have a ton of good memories. I don't think I have a single one where the cleanliness made the final difference.

Salt Lake City, Utah. Because of underground water sources beneath the streets, in some parts of the city, water flows in the gutters and cleans out some of the stuff that would otherwise accumulate like all big cities.

After being there for a while, it doesnt seem clean like when you first go there.
I think Orlando is pretty clean, but as clean as a city can get.
