For one you will get a ticket or maybe a warning. Police don't just drive around with there lights off for no reason. If I get a call and it depends on the call, so lets say its for domestic violence or for a burglary in progress. I want the upper hand and do not want the perps to know I am coming.
So.....there is a reason.

They do that so they can patrol an area without attracting too much attention. They are generally pretty cautious when doing that. If you did it while driving, you would be stopped and they would probably ask why you are doing that. Would you get a ticket? Maybe not. But remember, police officers do get training in pursuit and patrol driving, so please, understand that they are professionals so don't try that at home.

The officer would probably turn off his head lights and follow the vehcile with no head lights on.
No head lights and night time "up to no good"

They do that so people wont know there a cop. And someone will go speeding by them and the will catch them.

They would follow you to see if you're a threat then they would pull you over and tell you to turn on your headlights.
Happened to my friend, she accidently forgot to turn her lights on.
