This gothic girl (jet-black hair and eyeliner but normal clothing) (she's older than me!) does this to me. I don't even dress gothic!

maybe she is embarraced that you saw her looking at you so she looks quickly down and then looks back up to see if you are still looking...as to what it means, well,that depends on the girl. Maybe she thinks you're goodlooking. =]

Women have did that to me before. I came down to the conclusion that they feel embarrassed or a ashamed about being a woman. You know, having a pussy between their legs and feeling like second rate citizens. Chances are these poor women have not been treated right or maybe even abused.
Pay attention to this woman, though. With some slick maneuvering and with the right affection I've found these women are the easiest girls to get in the sack you'll ever meet!

They are thinking of something to say to you or they are shy. I use to do that and didn't even realize it. A guy that asked me out once told me that it made him feel bad when he asked me out and I looked at the ground before answering him. It wasn't any indication of how I felt just a bad habit I didn't even realize I had.

she could be shy and feels weird looking straight in your eyes. or she could like you, which could also relate to the first thing i said. or she could not like you and doesn't know what to say. it could be a variety of things.
