I notice so many people struggling with frizzy hair during the winter because of that static electricity; they need moisture in their hair to help with that problem, and I just want to help a fellow member of society out by fixing that problem for them.

Yes.... this is definitely necessary... otherwise when these frizzy people touch their fork while eating dinner, they could possibly die from the electricity transferring from their hair to their fork; it could possible disturb their heart in the process. But water evaporates, so perhaps you should try dumping plaster-of-paris so the hair stays down.
If you insist upon water, I suggest water balloons from your apartment/house window onto the people on the sidewalk below... that way if the person you just saved is ignorant of the fact that you saved them and the person wishes for payback, they must scale your house wall. (This way you don't have to worry about any tough motorcyclists, they can't run you over)

Well if you pour water on them,

first of all they might get really mad,
second of all, when it dries it will probably be more frizzy
and third of all you could just carry around some kind of frizzy cream and when you see frizzy hair just smooth the cream in the stranger' hair!!

No, it is not ok. If it is a friend you can tell them that static electricity in their hair is caused by lack of moisture, then recommend a conditioner. If it is a stranger, don't say anything.

for the time of the iciness, my hair is in many situations lots tamer than in the summer season!? however, use an particularly good bypass away in conditioner from a solon(no longer aim or something) additionally, get your hair thinned out, and ends trimmed greater in many situations than you probably did. I used to get them the different 5 months! i'm getting them the different month or so.(yet it relies upon on the upward push of your hair) playstation : you cheerlead?

you can do that, but it will only help for a small amount of time. try a product, spray gel etc...if u do the water thing, your hair will get messy =(

if u randomly go up and pour water at ppl, ur gonna get beat up. and it would be weird if u just randomly go up to them and tell them what to do too. why don't u try and help ppl who are ur friends?? i think its better.

mmm let me think ... i think its ok put water in their hair. make sure its warm and use a hose. do it from a safe distance so that the subject does not retaliate and attack you.
