Like, I want to make a flip book animation our of a video file, I have seen it done before but do not know how to do it.

try irfanview. its a multimedia viewer. it has a button that says extract movie frames, but i havent tried it.

Most TV Tuner cards that you can buy for your PC also come with software that allows you to do all kinds of video editing. I particularly like the ATI line of cards, such as the All in Wonder or the 9x00 line (9600, 9800, etc). You can take video in from either your antenna, dish, cable, etc and then save it in a variety of formats. You might even be able to read DVDs if your PC has a DVD reader. You can then edit and save video in a variety of formats, and with the right software and/or extra output cables to feed external recorders, may even be able to write to DVDs (internal or external DVD recorders) or output to a VCR to record your edited movie. Of course, be careful to not violate copyright laws and be aware that even if you do successfully write to a DVD, some other brand DVD players may not play the movie because of the way DVDs are encrypted.
