Three suggestions:
1. Ask your parents for money, but don't blame them if they don't support you in a party that could come across as a frivolous way for you to show off.
2. Plan a party that's within your means and have a good time with your friends.
3. 16-year-olds can get all kinds of jobs: babysitting, fast food, etc.

be grounded. you are just starting out so better not dream of big things without tihinking of the consequences. have a small celebration with your family and friends and go find a real job.
