China does not have states at all.
China has 23 provinces, 5 autonomous regions, 4 centrally administrative muncipalities, and 2 special administrative regions.
However, one of those provinces is Taiwan, which is not administered by the People's Republic of China but instead by the Republic of China (not to be confused with the People's Republic) on Taiwan, which controls the island in its entirety.
