a teddy bear holding a heart!
that would be so cute and thoughtful! =P
look for signs:
is she flirty around you?
does she try to look good for you?
does she act shy or different around you?
does she talk to you more than anyone else?
does she stare at you?
does she always play with her hair when she is looking at you?
does she bat her eyelashes at you?
does she giggle at you?
does she blush when you are around her?
is she nervous around you?
those are some clues she's into you! :)

If you are not sure, I wouldn't go as far as buy a card, I would just but flowers secretly and she what her reaction is. It is very hard to tell the diference between friendship and something more. If you find she has nothing planned for valentines night, why not ask her out for a drink as friends and get to know her better. Without throwing yourself into her face, why not 'test the water' and see if you can try to understand how she feels? Asking subtle questions can help you understand more, but if you don't mind risking any friendship, just gently explain how you feel and you will soon know how she feels.

Yeah, but nothing too serious. Don't go all out and get one of those big heart shaped chocolate things. Just like a small thing of chocolates or if you know her interests maybe something not valentine's related.

Is she someone you see somewhat regularly outside of school/work? Then you can buy her something small or preferably just give her something small (i.e. rip a few flowers out of a corporate garden, but present them really nicely at her front door and make her wonder where they came from).
If you don't hang out with her regularly outside of school/work, casual yet clever is the key bro. Start with 'Hey I got you something' and have it be a candy heart (apparently out of a bag of other candy hearts) with a funny but sweet message. If she reacts showing that she finds it funny, yet sweet you'll know you're on the right track and can open up to invite her out to something casual. If she says yes, you know she like you. If she doesn't like your candy heart or is 'too busy' to meet up with you, you know the answer without losing face before your other classmates/coworkers who you will be hitting on next.

you can by all means buy her something. it doesn't have to be anything big or fancy, unless you want to give out a big sign that you like her. you can always ask a few of her friends if she likes you, or you could just tell her casually tell her that you like her when your talking or laughing or something. like" so i heard that blank( some werid guy that she doesn't like) likes you. Well he better not make any moves on you. Then laugh casually and say becaus i like you." some thing like that

No harm buying a valentine's day gift if you intend to let her know you like her. But don't buy something expensive, in case she rejects it, at least your wallet won't feel the pinch.

Buy her something nice, sexy but not sexy, like a teddy bear, regular or a lifesize one would be nice too, she would like that. Just show her that you like her buy carrying that big thing out in public, give it to her and tell her that you like her and want to know if she feels the same, be smooth.
