He has a plan and timeframe for it. Man must realize they can not live without God's guidance. Luke 21 and Matt 24 tells us the sign of the last days. Evil will rule and destroy until God puts a stop to it and finally defends the one true religion.

When we ask why there is evil, we should also ask why there is mercy. Why should God forgive us when we do not deserve to be forgiven? Jesus fought against evil, but he did not fight the way humans tend to fight. He fed the hungry, he healed the sick. He cast out demons, and he taught against religious oppression. But Jesus did not try to stop all evils through force. He did not suggest that we need better police or better family values. Those things might help, but Jesus addressed a more fundamental need: repentance. We cannot conquer evil unless we are doing something about it within ourselves.

God's nature is love and compassion, however He gives us free will and He allows bad things to happen to good people. It's called trying our faith. He did it to Job and He does it to us. Go could make us worship Him, serve only Him and do anything we want to do. He doesn't want to control us, He wants us to be obedient to Him. Through that obedience we will worship Him in Spirit and in Truth. Evil looks like it rules but God rules and is in control.

If God stopped all evil from happening that would remove man's free will, and man's ability to be judged, and man's ability to be rewarded or condemned, thus eliminating his plan entirely. Not a good idea.

God is letting us see the consequences of choosing to go against His laws so that when He comes to get us soon we will NEVER want to go through this again and will "be safe" to go to heaven and obey Him.
