Because you get a bunch of points to start out with when you first sign up.

Besides, a lot of people sign up so they can ask a question. It wouldn't be so good if they had to answer 3 before they got to ask their first question! :)

you can ask you allowed question for a day time period. However you will be in the negative numbers.
