There are soo many different answers depending on this situation.
Your personality for example. If you're outgoing and all for it, then just be defiant and let her know how you feel. She might not have known you liked her in the first place.
If your shy and modest, then maybe this girl is a little too pursued. I may be wrong, but I don't know you well.
Consider your feelings towards her to even see if she's worth your time. Do you think about her 24/7? Not in a bad way, but just think about her smile, the way she laughs, how she walks, the way her voice sounds. When you think of these things do you go limp?
Also consider HER personality. If she is opposite of you, than maybe she's just not too compatible. Plus if she insists she doesn't like you, don't pursue any further...she'll tell all her girlfriends you're a stalker or a psycho or something.
Also consider your relationship with her. If she's a good friend, never ruin a friendship and try to replace it with a boyfriend/girlfriend relationship unless you KNOW for certain that she'll still be cool with you if you two don't work out. If she's just some random girl you don't really know and have never officially greeted, then find out more about her...she might not even be what you like. Never judge a book by its cover.

You snooze you lose! Haha! Just kidding, you should fight for her! Yes, suggest a competition to prove who likes her more! Or just start one upping the guy, by watching the two of them closely and bringing her flowers leaving notes, etc. then sabatoge him in any you see fit! Haha, or just move on... your call.

Most girls are not mind readers, did she even know you liked her?
If not do something and let her know. If she knew but got with someone else, it wasn't meant to be.

What for them to break up. Then either get to know her better or if you feel that you guys are close enough friends ask her out.

well, first of all you should find out if that girl likes u or not. if she does tell her how u feel. if she doesnt lik u then she gonna be disgusted wen u tell her u like her. or u can try playin hard 2 get.
