These are known as red mite, not really red only when full of blood.

Go to the pet store right away, go get a thing called CAGE GUARD and buy the biggest one you can find. Open it up and hang it on the outside of the cage facing holes IN, then cover the bird cage with a sheet making sure the entire thing is covered without any openings on it, and leave your bird in there for 24 hours without looking in. You can also prevent this type of thing all threw your bird rooms and home and aviaries using those type of MOTH BALL hanger things in different scents somewhere in the bird room. Just like those ones you hang in a toilet or moth balls where the birds cant get to them. When you smell it you know its working, those things will keep your flock clean of those mites. If these things fail your bird, seek vet advise and don't use any kind of 7 dust on them until after consulting your bird vet.

Yes, these are mites that are sucking your birds blood and probably causing him to itch horribly in the evening. This will cause enemia and your bird CAN die from that.
Your vet can treat with Ivomectrin and may even use a drop of "Frontline" topical flea control on his back. *dropped onto the skin, not the feathers.
Clean that cage and all toys in HOT soapy water. Clean the cage twice a week like this for the next couple weeks to ensure not one mite survives in any crevice.

TAKE HIM TO A VET ... although you may be able to 'buy' a mite 'powder' over the counter, your bird is 'small' and your best 'bet' is to let the vet give you a 'prescription' for the 'right powder or spray' that is made for birds the size of a cockatiel.

thre are products at pet stores and knowlegable staff that can be helpfull for u, otherwise see a vet. Mites are usually white or grey, id be worried seing red ones
