It is a electrical based weapon that is discharged to incapacitate a subject who does not quite meet the criteria for deadly physical force but falls slightly below to the category where he is still a threat or danger to a police officer. Yes, it's called Tazer. The "hooks" are tiny barbs like on a fish hook. And they are not used without electric shock.
