If the mix calls for water then it has powdered milk already inside. I would not substitute the entire 1 & 1/3 cups, but you could use 2/3 cup of water & 2/3 cup milk for an extra rich batter......That's what I do & they are yummy!!

no there is a reason water is called for. you don't have water?

It would probably change the texture....why would you want to do that?
