Not at all, it can be done at any age.

One year is NOT to old to have a dog neutered. Dogs that have not been neutered frequently have prostate cancer or prostate problems and have to be neutered when they are old and a possible anesthesia risk.

One year is just fine for neutering. Earlier is better obviously, but it's NEVER too late!

No its not too old. I got my basset from our local shelter and he was almost 3 and we had him neutered.
