The cost of the gift shouldn't matter -- I know it does, but it shouldn't! So I don't thnk you should try to compete monetarily. You don't tell us much about him or about your relationship so it's hard to offer suggestions but i'd advice that you do something or make something that he would like-- a nice dinner that you've prepared, for example. If you're artistic, make him something in that line-- a painting, a ceramic, whatever. If there are errands he hates to do-- grocery shopping, the cleaners, whatever-- give him a coupon book saying "Good for the Grocery" and do that for him. A massage or a gift certificate for a massage-- visit some place he'd enjoy, the zoo or the museum or treat him to a movie he'd like but maybe not one you'd like-- the gift is going with him, even though it's not your thing.
On the other hand, and no pun intended, if he gave you the ring just to make you feel obligated to him, then you don't "owe" him anything. A gift is a gift and no strings should be attached. If there are, then I'd just return the ring. In the long run you'll pay much more emotionally than the ring is worth.

U buy him nothing you just do something really nice for him. I mean you can't try to top what a person gets you. Do something from the heart not what they got you. Have a romantic dinner with soft music and candle lights dressed in your best gown and heels with your hair fixed up really nice. In the bed room have some nice sheets with a different color lights on and rose peddles leading to the bath room with the tub filled up with rose peddles in side and wine glasses with the finest wine and a plate full of different fruit and candles lite every where. A man can love that just as much you giving them something materialist. GOOD LUCK!

Don't feel you HAVE to give something back straight away. Wait a while, then surprise him with a day out - one of those "Once In a Lifetime" gifts. I know they're not £1,000, but it's the thought that counts.

I would go for a great picture in a nice frame. I don't mean the posed kind you buy at Sears - I mean one of just you or the two of you together - a black and white maybe - and put with it a card about trying to give him something that money can't buy - you.

You can never go wrong with a Hallmark card that has what you want him/her to know. (They have a card for everything). Then personalize it by writing inside how much he/she means to you and that trying to decide on a gift that was Material was just to much. A real Man/Woman would appreciate the thought over all.

You dont have to try to top his gift by buying him something more expensive or bigger/better. Just show him how much you love him by doing something to make his life a little easier. It can be picking up his dry cleaning, giving him a massage, cooking or anything else he's too busy to do or hates doing.

You don't top it! That's not what gifts are about. How about make a voucher that entitles him to one hour back massage. Or take him out for the day somewhere unusual and different?

it's hard, maybe embarassing. but it's a couple, not a marketplace. if you can't buy or don't know what to buy him.. do. do something for him, give him some time of yours --- if he is the kind of man who appreciates: do something he never has the time to do. or cook something very very special and complicated. or make a website dedicated to him :-) or - the usual trick for valentine day - buy yourself something really sexy and precious and say it is for him.

Try one of the charity sites - give something of real value to less fortunate people, in his name. A herd of goats, a well, a cow, some chickens, some shoes for children,books, the list is endless.
