Bond Hearing Court sets the amount of bond when someone is arrested then sends the paperwork to the appropriate Court. Open court usually refers to the fact that the hearing is open to whoever happens to be sitting there...not closed.

An open court bond hearing is where the public may be present in the courtroom when your bond is set.
