In Chinese astrology, there is a Chinese character associated with each of the 12 years. Sorry I don't know how to write these characters. Those same 12 characters also name the 12 months, in the same order as the years (rat, cow, etc.). The same 12 characters also name your time of birth in 2-hour increments. So the 24 hours of a day is divided into 12 zones. Similarly with days, so that if the 4th is day of the sheep, then the next day the 5th would be the day of the monkey.
Although Chinese astrologers usually refer to these 12 characters instead of the animals, it still makes sense to say someone is born in the year of the Dragon, month of the Dog, day of the Monkey, and hour of the Snake. Under this scheme, the dragon boat festival on 5/5 of the lunar calendar does fall into the month of the dragon (dragon is number 5).
However, I think most Chinese people don't talk about month of the dragon, unless he is into Chinese astrology, in which case he would refer to those 12 characters, not the animals. (And yes, the dragon boat festival is celebrated every year.)

There is no such thing as a Dragon month. The Chinese zodiacal animal cycle is a 12-year cycle. The same animal recurs every 12 years.
