Considering that there is only a chime a second, there must be only one answer to this riddle. If a clock chimed 5 times in 4 seconds, then the first chime must have been at the extreme beginning of the first second, with the last chime being at the very end of the 4th second.
Therefore, using the same exact logic, the answer to this riddle is:

it will still chime 5 times because you said a clock chimes 5 times in 4 sec. you didnt tell if it does anymore then that. well to tell you the truth i am lost!!!

From first second to the forth second five chimes, from the forth to the seventh second 5 chimes, from the seventh second to the tenth second 5 chimes. This may sound weird but put ten dots on paper each being one second. now put a line on the first second and forth and seventh and tenth. Ok it looks like this. 4 lines each being 4 from line to line, in between you have 3 section each being 5 chimes. Plot it and see for yourself.
