Look for older versions in bargain bins. I'm still on Dreamweaver MX 2004 and perfectly happy with it.
FrontPage can be a nice add-on to a web design library (for fast quick-and-dirty site design) but I wouldn't rely on it if you want to gain a reputation as a web designer.

Dont worry , you can find a number of WYSIWYG editors available for free download from internet.
Here is a list of such softwares :
WebPlus 6 - Free Web Site Design & Publishing Software
PageBreeze Free HTML Editor
dbQwikSite PE - create database web in seconds
These softwares allow you to design a website faster and easier.
Also dreamweaver 8 is not required for designing simple websites.

Personally, I like Nvu ( http://www.nvu.com ). It is free, easy to use, and fairly powerful. It is based off the old Mozilla Composer, which in turn was based off the even older Netscape Composer (a component of the old Netscape Communicator), but Nvu is much more powerful than either of the Composers.

Last I checked Microsoft FrontPage is not free.
For something that is cheap but with less 'wow' than Dreamweaver, try EditPlus http://www.editplus.com/

How about Microsoft Frontpage? It comes FREE with your Windows OS and plus it is a very powerful tool for making websites.
