... a "sheriff" and a "Deputy Sheriff"?

The Sheriff is the equivalent to the Chief of Police. A Deputy Sheriff is the equivalent of a police officer.

Sheriff is an elected official to each respective county. They are up for re-election every 4 years. The deputy's are hired by the Sheriff and will typically hold their position even if the Sheriff does not get re-elected.

Deputy means assistance... so, I would venture to guess the sheriff is in-charge and the deputy is under his command.
