It means Winnie is a Pooh Bear but it tongue in cheek because his name is Winnie The Pooh, with The being his middle name. It sometimes have been stated his full name being Winnie T. Pooh, with T. meaning The. So it a double reference to his name.

Grizzly, Kodiak, Polar. If he was one of them he would be Winnie the Grizzly/Kodiak/Polar/Panda
Now Smokey (forest service mascot) is known only as Smokey Bear but people make the mistake of calling him Smokey the Bear.
Winnie is his name, Pooh is the kind of bear he is.
