how much ram have you got, if you have not got enough then you will be limited to how many photographs you can import at once.

Try importing 9 pictures, then save the movie, close out of Movie Maker, then go back in and try to import 9 more.

I understand what is happening to you - it is the limiit you can import.The server assigned to you by your ISP can not carry application heavier than than 9 pictures,in other words there is a limited megabtye you can transfer at particular time.
