I don't think the law was passed saying you can't keep your dog on a leash, but saying that ppl can't get a dog then tie them up in a yard for their whole life.
ppl will chain a dog up to a tree in the back yard and forget about them. Its cruel to have a dog tied up all the time so i think this law is meant to deter ppl from doing that.
