OK it should only take less than 3 sec for paint to load up.
true a defraud is in order for your computer and this will help
on load time, but not if it is taken moments to load there is more of and issue some where here.
To give you a set answer on you problem we need more info from you.
1) is this the only application that is long on load time?
2) what is your OS
3) What under the hood of that race car you got there
3A} Pentium 1 , 2 , 3 , 4.
3B} AMD if so witch one?
3C} the new Duel Core
4) is this a home PC or Office
5) is the computer on a network?
6) how much RAM
but in all you my find that this is not the only program that is slow to load up, so lets do you a good once over that should cover what ever the issue is step by step lets fit the problem if it is with the OS and soft wear . if you have a old computer with outdated hard wear there is not much you can do with out $$ and then you have to know if you want to dump $$ into that computer or just get a new one...

let's do a fail safe FIX if it is a know problem this will get rid of it.

Put Downloads on your desk top so you can find them easy after you install them delete the file.

This is a 90day Share Wear and you will have to turn off any other antiviral Programs your ruining to use it but do for the 90days MS did a good job on this one.. I know it hard to believe they did some thing right...LOL
Now lets FIX the computer...
5) Install Ccleaner and run it..
5A) Analyze Then Run Cleaner
5B) Scan For Issues then FIX ISSUES trust the soft wear Fix all there is no need for a Back up This Program has never did Me wrong.. Relax You Are Doing Fine..
5C) Repeat 5 A&B for good measure you will seen it will find more. Now Close Ccleaner...
6) Reboot Computer.
7) Install Spy Bot
7A) Open It Click the Check for problems button
7B) Fix All then repeat 7A.. You Are Doing A good job way to-go..
7C) Immunize is next
7D) now click the Cheek again Button... Nice job
OK your done with that one REBOOT COMPUTER...

It may not be just your MS Paint program. It could be that you have a lot of adware, spyware, or malware on your PC from the internet. Before you run out to buy or download a piece of softare, I would run Defrag. This program will basically treat your drive like a filing cabinet. It will reorganize the folders in the filing cabinet so that they can be easier to access. Defrag can be located by clicking on your Start button, going to Programs, Accessories, System Tools, and Disk Defragmentor. Before you run Defrag, be sure to close all other applications as well as changing your screen saver temporarily to None to keep it from going to "sleep" while the defrag process is running. This process could take anywhere from 5 minutes to several hours to run depending on how large of a drive you have and processor speed and how fragmented your drive is. Let it run all the way through. Once completed, restart your computer and try starting up Paint again. If it's still slow, then it's possible that your system may have some spyware, adware, or some other programs running that is slowing down your computer. While online, you may do a search for a program called SpyBot Search and Destroy version 1.4. This download is free of all charges and does a good job at finding and removing most adware and spyware. Let it do its own updates after you install it and are connected to the internet. It's worth the time to run SpyBot every month or two just to see if you have any spyware or adware on your system. This is good preventive maintenance and does cost you anything but time. Start it and walk away for a while. The scan will also take about 15 minutes to maybe an hour or so to complete. Once it completes, click on the option to have it to fix the problems it's found. Be warned (it'll put a message up on the screen) that certain ad related softwares are built into some programs that you download. If the ad software is removed, then you may get strange results out of that piece of software. There's no way of telling whether a piece of software has ads built into it; therefore, as a rule of thumb, have it to fix everything it finds. If you have a piece of software that acts a bit unusual, then you may need to reinstall it. This shouldn't be that big of a deal.

What else are you running? You might want to check your startup menu and run only those programs you need on a daily basis. Also, if you are running wallpaper and a screensaver -- these are running in the background eating memory and slowing you down.

To keep speed up to snuff, you should be running a disk cleanup, scandisk and defrag regularly - about every two weeks. The more often you run them, the less time they take.

Mine opens real fast.. You may need to do a Disk Cleanup.. and be sure you have all the boxes checked.... Defrafg your C drive or what ever is your main harddrive... Make sure you have selected the C Drive.... This is called a Disk Defragmenter... Go to : Start... programs.. accessories... system tools.. Do this often... E

you might have 2 many programs on your computer it happens 2 mine so you'll have 2 delete some or you can go on control panel - performance and maintenance - free up space on hard drive, and that should shuffle your programs 2 make it a bit faster

its a pain in neck ! lol
