(ANS) YES! thats abit tricky to be honest, why? it sounds like the installer/uninstaller file is either damaged or missing. It also sounds like you have a missing or damaged regisrty settings.
There are a number of possible approaches you could try:-
a) Leave the current copy of the program on the machine. YES! re-install AutoCad as if from new, if this works and I think its going to be your best option here. This re-install will fix the damaged registry keys & settings, and also over write the files that currently exsist on your system.
Once you have installed the program again (NOTE: you must reboot the machine after the re-install otherwise this wont work!!)
Then when the machine comes back to a healthy desktop, now go back to control panel, add/remove, next try uninstalling it again in the normal way. Hopefully it should uninstall OK now!!.
b) if that does fail, the you could do what I call a brute force removal and literally goto windows explorer, goto the programs folder, navigate down the AutoCad, next delete by hand the AutoCad folder.
c) You could edit the windows registry but I strong advise against this approach, using the registry editor is only for very experienced computer users. why? because you can easily screw up your entire system unless you know exactly what your doing. My advise is leave the regisrty well alone though.

You will have to do some manual deleting and some Registry edits;
Remove any directories that are physically there, and were part of the original program. Remember to write down the directory paths in full.
Either use Regclean to remove Registry Orphans. The tricky part is removing un-needed DLL's. Check ZD Net for a free DLL remover.
When in the Registry, remember to back up before any changes are made. Search for the Product name of the AutoCad Programme, or for the Maker of the Autocad programme. You will then have to search for the Keys, bit by bit. Probably even following the error message after every change.
You might also want to run msconfig, and see what Start is still trying to load since it sounds like it has an autoload feature.
Thats about as much as I can think of, especially the registry key, thats a lot of work

there are a few ways to do this,first you can do a reinstall of the program and then a uninstalation which should remove all the program and also the earlier files
secondly you could use a 3rd party uninstaller,these are like the windows add/remove programs option but go a bit more in-depth,try this one...http://www.ashampoo.com/frontend/products/php/product.php?idstring=0103&session_langid=2
finally you could look in the manual you got with it,and normally there is either a link or instructions on removing the c.a.d software

go into my computer click on Local Disc(C) then into program files look for named file right click then press delete this will take it to the recycle bin then you can permanately delete it from there

Re-install it. If there's a repair option on the CD, use that.
After it's properly re-installed, remove it.
