Condensed milk is evaporated milk but with sugar added. You will have to reduce the sugar in your recipe or you'll have a very sweet pumpkin pie. The condensed milk is 40% sugar so you would want to reduce the sugar in your recipe by almost as much. The reason why evaporated and condensed milk are used are because they tolerate heat well. Generally, you're advised to not swap condensed milk for evaporated milk because you will then have to play with the recipe to get the taste right but in theory you could. Try looking for a pumpkin pie recipe that uses condensed milk.

you might be able to do it with the half & half, just make sure it is ice cold and you must have an extremely powerful immersion blender or mixer. you will not be able to whip this by hand whisk and get enough air into it. it will not work with evaporated milk, no matter what.
