This is fairly recent information from Dept of Homeland Security. If I were you I would contact the DHS to confirm that you don't YET need a passport to re-enter the U.S. It appears to be the case, based on what they say on their Web site. (See the excerpt below)
---------------------------------------
FROM WEB SITE:

This travel initiative is being implemented in two phases. The first phase will be for air travel, and the second for land/sea travel.

For Air Travel:
As of January 23, 2007, U.S. citizens and citizens of Canada, Mexico and Bermuda traveling by air between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda will be required to present a valid passport to enter (or re-enter) the U.S.

For Land/Sea Travel:
As early as January 1, 2008, U.S. citizens traveling between the U.S. and Canada, Mexico, the Caribbean, and Bermuda by land or sea (including ferries), could be required to present a valid U.S. passport or other documents as determined by the Department of Homeland Security in a forthcoming separate rule.

While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible.

Call these folks to confirm the rules for LAND TRAVEL back into the US from Mexico.

Call immigration or border patrol and ask! Last time I went there, you didn't need anything but DL. I've been told you can commute to Ensenada with out a visa now days. And, the highway is nice. Rosarito is on the way!
