I can't remember if 5.0 did layer styles or not, but if so, double click the layer to pull up the Layer Styles window.

Gradient... you will need to add in some new gradients as this one isn't loaded by default, but should be in the spectrum gradients if I remember correctly. Also looks like you might need to move the angle of the gradient around some.

Next you will do a 1 or 2 px black Stroke - Outside.

If 5.0 doesn't do Layer Styles, then you will rasterize your text layer, and CTRL+Click the layer to select the all of your text.

Then you will do the same thing with the gradient, but this time you will use the gradient tool and draw it out with the gradient line.

And after you get a good gradient that you like, you simply CTRL+Click again to make sure your layer text is still selected, go up and switch to your Marquee tool, then right click on the text and do a 1 or 2px stroke.

You select the text (ctrl + click the text layer) and then click on the style button (it's in the layers palette, a round button with a fancy f), and choose the gradient one. Then pick a rainbow gradient or something.

I use PS 7, but there are usually not very many differences b/w different PS versions so you should be able to do it with similar steps...hopefully.

It looks like they blended the text with a background. If you create a background, and put the text in a layer on top of the background, right click on the text layer and select 'blending options'. Here, you will see many options to blend layers together.
