I'll provide an answer on the assumption that by "iraqi taliban" you mean Iraqi insurgents and militias.
My understanding is that most of the weaponry and ammo in Iraq predated the US/Coalition invasion, and formed part of the supplies of Saddam's Army. Antiaircraft and other weapons are widely available in large part because of the incompetence and lack of proper resources--dictated by Rumsfeld and the White House--with which the invasion was carried out. Ammo/weapons dumps were not secured by our forces, and hence all the supplies there have been free for the taking.
The lesson of this is, if you're going to launch a war of choice, please do it right.

Can't blame them. The U.S. had a long history of doing the same thing during the "Cold War". The U.S. was covertly supplying weapons to Russia's and China's enemies.
... and just one correction for you. There are no Taliban in Iraq. The Taliban are in Afghanistan.

Actually the US was providing shoulder fired missiles to the Mujadeen in the 1980s for use against the Russians in Afghanistan. It’s unlikely all of the missiles were expended after the Russians retreated. Currently Iran, and possibly others, are providing similar support to others. The process is called a “proxy war”.

The Taliban is the exiled government of the Afganny people.That we(USA) overthrew because they gave safe haven to Osama. And if the UN was working for all of us they would not allow the illegal and immoral US led occupation of Iraq.

Newsflash we ( Reagan Administration) gave the.....mujahadean in Afghanistan...Stinger Missles to shoot down Russian Aircraft during that WAR.
It is fair and fitting that anyone give AA missles to our enemies, I hope they get more...serves us RIGHT.
