It depends on the parents. I couldn't die my hair until I was in high school and it could only be natural colors nothing punk.

Some people start dying their hair as early as elementary school, but I would wait. Enjoy your natural hair color now or experiment with temporary colors or natural hair dyes. Wait until you actually need it to use serious hair color. Permanent dye is really hard to grow out once you start using it and decide you don't want it anymore. I personally stopped using regular hair dye because it has so many dangerous chemicals in it. I'd rather go natural than dye my hair and get cancer. There are some natural dyes available, so check those out.

i think the earliest age should be 16 because at that age you experiment with things and why not hair dye however i do suggest using a rinse instead of a permante dye because if you don't like the color it rinse out in a couple washes and permante dye can be very damaging to your hair

I think that would depend on your parents.. as far as I know there are age restrictions on the instructions.
