She is the prettiest girl i have ever seen and thats an understatement. We are both are in the same grade of highschool and had some classes together last semester. We were both part of the same swim team. We have each others email and talk a lot with each other. We talk about of a variety of things. The problem is at school i have trouble talking to her as i said before because she is very pretty. There also is this guy who hangs out with her alot and they flirt alot. Me and him r friends and nothing has happened. Me and her flirt on msn but not that much but i have trouble doing it in person. One look in to her beutiful brown eyes makes me feel so small that i just end up saying nothing. We no longer have classes with each other and only see each other at band and we play different instruments.Should i ask her out?????? And if i did i would want it to be really romantic but i dont know if i could work up the courage.

Don't ask her out at school if it makes you that nervous, but do it maybe by going to her house, or right after school lets out. If that other guy is around, its okay since you should go up to her and tell her "I need to speak to you right now about something important" (use your own words but that's the message). If the other guy doesn't back off or others don't give you space, just say "excuse me but this is personal" and get her alone. Tell her that you like her more than friends and want to try out a date, maybe some activity that you're both not that good at to hang out (its best to come up with an idea before hand).
I realize you will be nervous about doing this, but you have to have courage! Be brave and good luck...do it this time and the next time will be a lot easier; and yes there will be a next time (in 20 years you will think back on that moment as the day you became a man).

Yes ask her out. But be a gentleman, make her want to go out with you more.
Have you ever watched the movie Hitch? it's great, see that movie and get on with it.
