If the letter started out saying he needed your help getting money out of his country it is a scam. The idea is to get your money out of your bank account and in to his.

If they are saying something about how they have money that they want to give you or some b.s like that, then don't reply.

I get those on a bi-weekly basis, they are all the same.

I read somewhere (can't remember where.. maybe some fraud reports website) that Africa and the surrounding countries have the highest scam percentage for Americans and Europeans.

Watch it! :)

Oh, and by the way, that phone number is an American number. If it were an out-of-country number, it would look completely different.

Italy's, for instance, is something like this: 01-23-4567-80 or something crazy like that.

More than likely, delete it. Any email asking for help from that part of the world has all turned out to be scams

Probably - when in doubt - delete and ignore - anything that wants your personal information is a scam.
