For starters a chicken egg, (if that's what you're talking about) can NEVER be a fetus.
But as to whether it's a baby chicken, NO NO NO NO NO.
An egg needs to be fertilized and THEN reach a certain stage of development to be considered a "fetus", (using the term loosely since we're talking about chickens and not humans).

Unfertilized eggs can never become a fetus, which is what most white eggs from store are.
Once an egg is fertilized, it has the potential to grow into a fetus. It is common to find fertilized eggs when you puchase brown or organic cage free or eggs from free roaming chickens. These you would want to avoid.
